Hi, is it obligatory to tune ecu when changing shorter pipes... my dealer who dynoed pc5, told its OK?

If your short pipes are less restrictive than the stock and you want the best for your engine then yes, if you are on the stock tune it could be too lean with hi flow pipes.

 
Experience is something you get just after you needed it

If you change anything, and I do mean anything, that changes the breathing in, or breathing out, then IMMHO, a re-tune is required, to
gain any benefit of the changes made.

Just my 2 cents worth.
